Thankfully, there are no children depicted on the streets of the hazardous city. This being said, there are still a large number of empty playgrounds that can be observed throughout the game.

Okay, so we kind of lied. Although no children can be seen throughout the game, the voices of two kids can be heard in a certain experience. Oddly enough, their voices are featured in the background of a commercial for cigarettes.
